Young People and AI: The Opportunities & Risks

This report explores how artificial intelligence is reshaping the lives of young people across education, work, and wellbeing and what must be done to ensure it develops as a positive force for future generations.

Based on a UKAI-led roundtable held in the House of Lords, the report brings together insights from young people, policymakers, industry leaders, academics, and third sector organisations. It captures a diverse range of perspectives on both the transformative potential of AI and the urgent risks it presents if left unaddressed.

The report examines key themes including the impact of AI on mental health and identity, the rise of online harms such as deepfakes and image-based abuse, widening digital inequalities, and the changing nature of education and future work. It highlights a central tension: while AI offers significant opportunities for innovation, learning, and economic growth, it also risks amplifying existing inequalities and exposing young people to new forms of harm.

A defining insight of the report is the critical importance of youth voice. Young people are not a homogenous group, and their lived experiences must be actively integrated into the design, deployment, and governance of AI systems. Without this, policy and innovation risk failing those most affected by the technology.

The report concludes with a set of actionable recommendations for both industry and government, focused on co-creation with young people, stronger governance and enforcement, improved education and skills development, and targeted efforts to reduce digital exclusion. Together, these provide a practical roadmap for ensuring AI supports rather than undermines the next generation.
